I prefer buttons that speak directly to the reader. Instead of "how it works" tell me this is where I "learn to use it."
(Also, BountyStorm should look different in the button that includes the name of the site.)

Expand the nav bar to full page, maybe you can include "people are talking", that at the moment is on the left column, in the nav bar.
Or you can put it on the bottom.

To begin with, you have done really good job with nav bar. It's simple, colorful, vivacious, but still polished.
FB, TW and RSS icons look great too, however I'm not quite sure why only three networks? Where is MySpace, Hulu, ..?
There in one horrible thing - background. I know, to make site formal and "I-mean-it-serious" style, white background is the best, but hey .. after some time, it can be boring, maybe even frustrating ..
Why don't you use some background colour?
Colour a page banner for beginning, or foot, or sth. Give the page some colours!!

The whole site looks chaotic, because there too many differences between texts. And I agree with the other idea that the quotes on the left are sort of out of place.

I can almost pinpoint when things have been updated! Something doesn't work right. Claiming Bounties right now isn't working for me. Not sure why, but we just had an updat...hmmm
Bootstrapping is a tough thing, but when it leads to quality issues, initiatives will die on the vine as valuable first time customers leave.

Once there are more "BountyStormers," there will be a better selection of ideas and more representative vote of what is best. There should be more features to encourage/reward, if not simply a practical process for, inviting more people to the BountyStorms site.

The brainstorming link on the top seems to no longer work. If I were new, I wouldn't necessarily have gone all the way to the bottom. I might have just thought the link was broken moved on.

Home page is too "white" and hard to really take it all in. Right hand side of the page is too busy.
Tool bar is better and helpful, but I'd move the twitter, facebook, etc. logos as I don't think they add much to it.
Also, how does one correct their posting if they see an error or change their ideas? Should be a 15 minute limit to make edits to your posting.
I like the countdown clock on the 12 hour limit.
The "no ideas suggested yet" box is too small and not really clear as to how to start with a reply.
Also, maybe think about adding a few % points to the first person that posts a suggestion so as to get the ideas flowing faster?
